Unspent money was part of a $350K appropriation from last fiscal year. By David Hutter 11:11am The school district returned about $257,000 to the town last week, all of it unspent money from an appropriation to balance last fiscal year's budget. About $350,000 in extra funds had been granted in the spring amid fears the district would exceed its approved budget of $68.7 million in fiscal year 2010. But the schools fared better than initially feared, prompting school district Director of Finance Richard Huot to explain the return of a large portion of that $350,000 during a Board of Education meeting this week. The obvious question from a lay person is why in the world are you giving back a quarter of a million dollars? Huot said during a meeting Tuesday. We agreed that if we had money leftover, we would not spend it. Darien schools had received the $350,000 from the Board of Finance via the Representative Town Meeting in late April; the RTM appropriated it in May. At that time, Huot had told school officials he predicted a shortfall of about $234,000. That's because Darien schools received less money from the state that expected, as well as mounting legal fees and a number of budgetary challenges that transformed the special education budget by nearly $500,000 in the month of March alone. Yet Huot informed the school board this week that the district is now returning $257,627 to the town. Darien school administrators said they apprciated the municipal government allocating the money, Huot said. Both parties pride themselves in using money wisely to provide Darien students with a stellar education, he said. The teamwork between the schools and the town is exquisite in Darien, Huot told the board. RTM Education Committee Chairperson Lois Schneider agreed with Huot about the district and municipal government enjoying a collaborative relationship. She noted the school district cannot operate in a deficit. Schneider said she is confident school administrators and Board of Education members will continue to manage their money tightly until the end of the year.

Hurricane Earl disappoints a 10-year-old New Canaan boy with a soft spot for Mother Nature's wrath. By Laurie Cantillo 4:24pm Earl, we hardly knew you. The much-hyped Hurricane Earl , which brought forecasts of doom and gloom across the New England coast, limped off into the night Friday, in what the New York Daily News calls a transformation from stud to dud. Earl kissed the coastline as it swirled past the Connecticut shore, leaving nothing more than downed leaves, cancelled weekend plans, and a disappointed 10-year-old in its wake. My son - aka the master of disasters - was born with an unusually keen interest in Mother Nature's wrath. It began as an obsession with volcanoes. When he was old enough to hold a crayon in his chubby hand, he'd draw cone shape after cone shape. As his artistic ability improved, he added lines of lava, spewing into the air and flowing off the page. Over the years his interest broadened to include tornadoes, tsunamis, avalanches, earthquakes, Man vs. Wild, and the sinking of the Titanic. Our TV is locked on the Discovery Channel, with the exception of an occasional Sponge Bob cartoon. When Earl appeared on the radar, I wasn't surprised that my little guy was breathless with anticipation at the prospect of his first hurricane. He related that the classrooms at Saxe were charged with excitement over the impending storm. Tugging my arm, he reminded me to stockpile flashlights and candles, memories of our two extended 2010 power outages fresh in his mind. Towels and swimsuits were standing by for the inevitable trek to a hotel. When Superintendent of Schools David Abbey made the call to cancel Friday's after school activities (and big brother's athletic practice), it added even more drama to the dire storm predictions. It was show time. Like most of the Eastern seaboard, we were transfixed by Friday's cable news coverage of big, bad Earl. Where else can you get nifty shots of what a wave looks underwater and buff lifeguards chasing beachgoers out of the water? Around-the-clock storm coverage is the ultimate reality show. We know we shouldn't look, but we can't stop ourselves. The payoff comes when a perky reporter is knocked down by 12-foot wave for being dumb enough to report in the middle of a hurricane. When Earl brushed by southern Connecticut with nary a whimper, my son sighed, shoulders slumped with disappointment. I consoled him with a reminder that the season for nor'easters is just around the corner.

Casey Hekker lives the ups and downs of a Thursday night in a Darien police cruiser. By Casey Hekker 11:00am A ride in a police car is not usually something that a 20-year-old would ever want to experience, but a ride-along with the police is a different story. This summer I had the chance to ride in the front seat with Officer Greg Benedetto for his shift, and it was the best way to view a day in the life of a Darien police officer. I was right in the center of the action. A typical Thursday night might consist of a few traffic violations and a call about trapped raccoons, but I hoped for something more exciting. I was required to wear a bulletproof vest, just in case. I hopped into Officer Benedetto's police car, anxious to see where the night would lead us. As we pulled out of Hecker Avenue, the computer screen lit up and we were headed to the first call of the night. The screen said that an alarm had gone off at a house, so we headed over to survey the scene. But it was a false alarm, so the homeowner is looking at a $100 fine. As we were cruising through downtown Darien, a call came in. A man had fallen outside of his downtown shop while doing construction, and was unable to get himself up. Along with our police car, Post 53 arrived on the scene. We were greeted by the fallen man's faithful dog, watching to make sure everything was okay. We continued driving around town, and pulled over two different cars moving without lights on, often a suspicious sign. After the officer looked at the first drivers' license, the motorist received a friendly warning and continued on his way. The next pullover did not end the same way. As another car drove by without its lights on, we sped up to pull it over. When this driver pulled onto the Exit 13 on-ramp to I-95, we were joined by another squad car. During the initial questioning of the driver, there was an urgent interruption that caused the officers to discontinue questioning the driver. A panic-stricken teenage girl came running up to the two officers, shouting that she and a friend had just seen a man hit by a car. While this was not a welcome call to respond to, I was happy to see some action. The police officers quickly drove to the scene on the Post Road at the border of Darien and Norwalk. As a car exited from an office building on the green light, the driver made a right turn, only to be stopped by the thud of a man on the hood of his car. The pedestrian had begun to cross in front of the car when he was hit and knocked off his feet. Although the victim was unresponsive, he had a pulse. Within minutes, Post 53 and the Darien Fire Department were on the scene, as well as many more police officers from Darien and Norwalk. Luckily, the pedestrian came to, and there was very little blood. He was quickly taken to the hospital and the scene was cleared. With the help of a new camera installed in one of the police vehicles, the action was caught on video and can be used to assess the situation afterwards at police headquarters. Unfortunately, my night as a pretend cop had come to a close. I handed in my bulletproof vest, and thanked Officer Benedetto for an exciting ride-along. I returned home knowing that the security of the citizens of Darien is in good hands with the Darien Police Department.

You know that part in The Color of Money when Tom Cruise's character, Vincent Lauria, loses to veteran hustler Grady Seasons (played by real-life pool star Kevin McReady), and as Grady sinks shot after shot, he says to Vincent, It's like a nightmare, isn't it? It just keeps getting worse and worse. Of course you do. It's one of the great hate-the-bad-guy scenes in film history. The Padres 10-game losing streak is the baseball equivalent of Grady Seasons running the table as you sit on the side watching it happen, powerless to stop it. All we can hope for at this point is that the Padres can pull off a trick shot and turn the tables on this losing streak. Like Vincent did to Grady . Tonight against the Dodgers, Latos is Vincent. Using eye-tracking methods, researchers at the University of California, San Diego School of Medicine have shown that toddlers with autism spend significantly more time visually examining dynamic geometric patterns than they do looking at social images - a viewing pattern not found in either typical or developmentally delayed toddlers. The results of the study suggest that a preference for geometric patterns early in life may be a signature behavior in infants who are at-risk for autism. This preference was found in infants at-risk for autism as young as 14 months of age. In testing 110 toddlers ages 14 to 42 months, we found that all of the toddlers who spent more than 69 percent of their time fixing their gaze on geometric images could be accurately classified as having an autism spectrum disorder or ASD, said Karen Pierce, PhD, an assistant professor in the UCSD Department of Neurosciences and assistant director of the UCSD Autism Center of Excellence. The study will be published in the September 6 issue of the Archives of General Psychiatry. Out of 51 typical infants in this study, only one preferred to look at the geometric images. However, not all autistic toddlers preferred the geometric shapes. In the UCSD study, 40 percent of the ASD toddlers had this preference, compared to just two percent of the typical and nine percent of the developmentally delayed toddlers. Thus, while 40 percent of the ASD toddlers were geometric responders, the remaining 60 percent were similar to the typical and developmentally delayed groups in preferring dynamic social images. What an infant prefers to look at when given a choice between two images may turn out to be a more clearly observable indicator of autism risk than how he or she looks at a single image, Pierce said. Among toddlers who strongly prefer geometric patterns, we found that - almost 100 percent of the time - those children developed an autism spectrum disorder. A preference for geometric patterns alone may be an intriguing novel identifier of early autism, but the research results also illustrated a distinct pattern of saccades - rapid, directed eye movements - among the geometric responders. We initially predicted that ASD toddlers overall would show a reduced number of saccades, Pierce explained However, results revealed that it was only the geometric responders, not the group as a whole, who displayed a reduced number of saccades; and this pattern was only evident when they were viewing their preferred geometric patterns. It was almost as if they got 'stuck' and didn't move their eyes as much as typical toddlers when viewing geometric patterns. The geometric patterns were apparently very absorbing to them. The researchers concluded that a preference for moving geometric patterns, combined with how long toddlers stare when looking at moving geometric images, might be an early identifier of autism. If your baby occasionally enjoys looking at the screen saver on your computer, it is no cause for alarm, said Pierce. But if your baby looks at such moving geometric patterns for long periods of time, but not at fun, social images, you might want to check for other early warning signs of autism. Such warning signs include reduced enjoyment during back-and-forth games like peek-a-boo; the presence of an unusual tone of voice; a lack of pointing at or bringing objects to show; and a failure to respond when his/her name is called. If your baby shows multiple such 'red-flags,' then speak to your pediatrician about a developmental evaluation, Pierce advised Additional contributors to the study include D. Conant and J. They will hit families and small businesses in three great waves on January 1, 2011: First Wave: Expiration of 2001 and 2003 Tax Relief In 2001 and 2003, the GOP Congress enacted several tax cuts for investors, small business owners, and families. These will all expire on January 1, 2011: Personal income tax rates will rise. The top income tax rate will rise from 35 to 39.6 percent (this is also the rate at which two-thirds of small business profits are taxed). The lowest rate will rise from 10 to 15 percent. All the rates in between will also rise. Itemized deductions and personal exemptions will again phase out, which has the same mathematical effect as higher marginal tax rates. The full list of marginal rate hikes is below: - The 10% bracket rises to an expanded 15% - The 25% bracket rises to 28% - The 28% bracket rises to 31% - The 33% bracket rises to 36% - The 35% bracket rises to 39.6% Higher taxes on marriage and family. The marriage penalty (narrower tax brackets for married couples) will return from the first dollar of income. The child tax credit will be cut in half from $1000 to $500 per child. The standard deduction will no longer be doubled for married couples relative to the single level. The dependent care tax credit will be cut. The return of the Death Tax. This year, there is no death tax. For those dying on or after January 1 2011, there is a 55 percent top death tax rate on estates over $1 million. A person leaving behind two homes and a retirement account could easily pass along a death tax bill to their loved ones. Higher tax rates on savers and investors. The top capital gains tax will rise from 15 percent this year to 20 percent in 2011. The top dividends tax rate will rise from 15 percent this year to 39.6 percent in 2011. Callahan repeatedly stated that the team intends on using last season's disappointing shootout loss to the Flyers as motivation to come out stronger in 2010-11. The guys are pumped, Callahan said. We were disappointed with last year and we're going to use that as motivation. The alternate captain also spoke about teammate Henrik Lundqvist and what it is like to have a goaltender like that on your team. I am amazed at how good he is sometimes, he said. Sometimes it's frustrating in practice. You can't score on him so you want to go shoot on the other goalie. This is not the first time we heard this about Hank causing frustration in practice. Whether it is a game, a scrimmage or just a simple drill, he brings his A-game all the time. Callahan was then asked about the acquisitions of Alexander Frolov and Derek Boogaard, both of which were signed by GM Glen Sather this past summer. He Frolov can score goals. More information was released about the Rangers' third jersey this week, which is scheduled to debut sometime in November. According to Adam Rotter of SNY Rangers Blog , the sweater will say New York diagonally across, but will be a different font from the letters on the original jerseys. Also, there will be thick red stripes wrapping around the sleeves and the bottom of the jersey. The collar will be vintage white and the Reebok triangle will be red. It is too early to judge them because we have not actually seen one yet. However, I think it will be a neat design and a refreshing change. Personally I would have liked to see something a bit more original and stylish than the routine diagonal letters, but then again you do not want it to be too crazy. I could only imagine what it would look like if Lundqvist and Avery were allowed to team up and create the design. It would probably be more of a fashion statement than a hockey jersey. Speaking of Avery, I finally was able to head over to Warren 77 - Sean's bar and restaurant - last night in New York City. All I will say is that it definitely reflects Sean's personality and the picture of him screening Marty Brodeur above the bar was a nice touch. And for the record, the food was great but the place itself is very small. And if you think you have to use the bathroom while there, hold it in.

Eight people were shot as they were leaving a home on Delano Street early Sunday, Police Chief Jose Lopez Sr. said Monday. A press release from the police department sent Sunday said ten people were shot. Two of the victims were seriously injured. One victim was already released from the hospital. But Lopez did not have further information about the condition of the others. He also did not name the victims. Police do not have suspects yet, Lopez said. Officers responded to a call of shots fired at a home on Delano Street near Fidelity Drive at 4:09 a.m. Sunday. Witnesses told police shots came from a dark area outside as people were leaving the home. Lopez could not say if it was a drive-by shooting. Investigators believe the house functioned as an illegal liquor house. Most liquor houses involve alcohol activity, dancing, music, essentially a party, Lopez said. For most of these locations they'll put up a sign that says birthday party and they'll give it the appearance of being a family gathering when in fact it's not. Police had never been to house before, Lopez said. But police had gotten complaints from neighbors last week and were preparing to start an investigation to possibly shut down the house. Lopez thinks the shooting highlights why people should report liquor houses. These locations, we shut them down because they breed a lot of violence and they breed a lot of illegal activity, Lopez said. George Broadie, 17, lives about a block away from Delano Street. He was home and heard gunshots Sunday morning. I just heard a lot, a lot of gunshots. It was real, real powerful. And I heard people screaming, people running, said Broadie. I heard cars. It was just chaotic. Broadie said he and his mother are considering moving. I don't know about the other people around this neighborhood but as far as me and my family, this just really just shocked and terrified us, said Broadie. Dashiel Brigman's mother and child live in the Cambridge Village community, near the shooting scene. If my daughter comes outside and plays, ain't no telling what is going to happen, he said. The police officers try to do as much as they can but they can do but so much, said Brigman. If they don't have the community out here that's behind them, ain't nothing going to happen. Durham's mayor said the shootings made him furious. This is a priority. And it has to stop and we're going to make sure it stops. And we're going to be doing all that we can to capture the persons that have been involved in these incidents, said Mayor Bill Bell. Durham City Councilman Howard Clement III told NBC-17 News he's very much concerned about the seeming increase in gun violence in the past few weeks. There seems to be some kind of breakdown, Clement said. Clement said the community needs to get more involved to help put an end to violence. People need to become more alarmed and more active and more sensitive to what's going on. And take an ownership of looking out for each other, he said.

Raleigh attorney and resident Ben Kuhn thinks he has the solution to solve the debate over a high-speed rail path through Raleigh--a whole new route. Kuhn has been working with others on a plan he hopes will satisfy people who do not like the two routes being proposed by the NC DOT. We think it would be best for Raleigh, he said. Raleigh City Council members are considering options for the high-speed rail trains, which could run up to 110 mph, through the City of Raleigh. The DOT is considering paths for the trains as it looks to connect Raleigh to Richmond with high-speed rail. But the two proposed routes have not generated much excitement. One route would run west of Capital Boulevard along Norfolk Southern tracks. The other would run east of Capital Boulevard along CSX tracks. Both routes would mean impacts to businesses and homes and also mean some street closings. A Raleigh Passenger Rail Task Force recently endorsed the Norfolk Southern, or NC-3, option, but called it the least bad option. Residents in the Five Points neighborhood have rallied against this route, opposing the train noise and possible drop in property values. Kuhn's plan would run the route near the CSX lines at first, but the trains would then cross Capital Boulevard over a 2,600-foot bridge and come down in the Glenwood Southern area and connect to the NC-3 route. Kuhn thinks this hybrid plan is the best of both worlds. We believe it's the best for Raleigh because it gets all the important stakeholders together, he said. We think it will recognize the importance of these vital areas of our communities. Kuhn said the DOT is looking at his plan and will study it further. Raleigh City Council is expected to discuss high-speed rail options at their meeting Tuesday at 1 p.m.

Cary police announced Sunday that the suspect in a hit-and-run accident that seriously injured a bicyclist in downtown Cary was arrested in South Carolina. Town of Cary Public Information Officer Susan Moran said Marie Snipes, 26, of Seagrave Place in Morrisville, was arrested by police in Lancaster, S.C. Snipes is accused of hitting Gustavo Angalo, 26, of Cary at 9:45 p.m. as he rode his bicycle on Chapel Hill Road between N. Harrison and Academy Streets. Passengers in a car witnessed what happened, stopped to help the victim, and reported the license plate of the car involved, according to Moran. The victim was taken to WakeMed in Raleigh for treatment. Moran said he was listed in critical but stable condition. Moran said Snipes was charged with felony hit-and-run. That charge carries a maximum penalty of two years in prison, according to Moran.

Beyond Duty: Life on the Frontline in Iraq by Shannon P. Meehan with Roger Thompson. Malden, Maine: Polity Press, 2009. For those who have read about post-traumatic stress disorder and wondered what that means and how it is developed, for those who like reading first person war memoirs, and for those who simply wonder what happens to the young men we send off to places like Iraq, this book is for you. Shannon P. Meehan was a star athlete in his home town of Upper Darby, Pennsylvania. He went to the Virginia Military Institute, graduated with a degree in English, and studied for a time at Oxford. After graduation he married a young woman who grew up about an hour away from Upper Darby and who worked at a daycare. A little more than a year later he was sent to Iraq. He was served in Diyala and Baqubah during 2006 and 2007. If those geographic names are familiar it is because, at the time of this writing, they are still in the news. Meehan, who is currently running for office in the 163rd state house district (Clifton Heights, Aldan, Lansdowne, and parts of Darby, Ridley and Upper Darby townships), writes well (or perhaps that is Thompson's touch, it is hard to tell). He pays homage to his roots, noting that his father is a veteran of the Vietnam War. His father, a photographer, would turn down jobs to attend young Shannon's wrestling meets (14). He also notes the pride and expectations that go along with being a successful high school athlete. In the field he reminds himself of home by putting a Philadelphia Eagles posted and a Hershey's wrapper on his wall. Hershey was the site of his state wrestling championships (41). One theme throughout the book is Meehan's desire to earn the respect of trust of the men he commanded, of those above him in rank, and even the Iraq community leaders he encountered while at war. It comes across as genuine. His was assigned to a new unit four weeks prior to deployment and, as a recent college graduate, understood that those who served in his platoon, especially men who were older with prior combat experience, might view him with some skepticism. He worked with his platoon sergeant to set up review sessions for his soldiers. They went over protocols and also became comfortable with each other and learned from each other's experience. A good officer, especially a newly minted officer, knows to accord his platoon leadership, in particular the platoon sergeant, all due respect. Meehan writes that his men were supportive of him as well. He adopts the habit in the book of praising people by name but providing only vague details about those he criticizes. I find this admirable. He also put this respect into practice. While the platoon leader usually rode in a tank and the platoon sergeant in a humvee, Meehan reversed that as his sergeant had significant achievements commanding a tank (53). Only three of his platoon's humvees had the most current armor -- he rode in the other one: Only three were equipped with the strongest armor because the battalion had yet to update its entire fleet, and I chose the one without the armor because it seemed wrong to me to ask my men to drive in a vehicle I was not myself willing to drive. An EFP would devastate any vehicle, but my humvee, with its out-of-date armor, would be incinerated instantly (61). Meehan looks after the men under his command. After one devastating mission where some men are killed and others are wounded, the bodies (not always whole) are put in one vehicle, and the wounded in another. He stands so that his body blocks the view and the wounded cannot see the dead. He writes: I did not want the injured man to see what had happened to the other men. I did not want him to deal with that reality while he coped with his own injuries. So, I moved parallel to them, a few paces away, shielding them from the sight of their own dead men, then I stood next to the Bradley, making sure that I remained between them and what was inside the vehicle next to me (123). One of the aspects of the book that I found most interesting was his description of working with Iraqi locals. On arrival in Iraq he notes the hardened attitude of the company he and his men are replacing (44). Though Meehan describes his own journey towards a similar mindset, he starts out by wanting to form better connections with the Iraqi people. He writes: Trust would create dialogue. Trust would reduce violence. In order for me to try to earn that trust, however, I would first have to demonstrate to my chain of command that I was a good leader and a good soldier. I challenged my men to work with me on this, explaining to them that I thought the best way for us to make a difference was to work with the local leaders who could be trusted instead of against them by simply imposing our will. My platoon stood with me, and we very quickly established ourselves as a strong, reliable platoon within the battalion. We conducted our daily patrols professionally and efficiently, and we focused on the idea that our primary mission was to provide security to the people of Diyala and Baqubah. (45). He attended funerals of civilians killed in the area, which lead to a meeting of local sheiks. One of the first things he asked of them, a request that was granted, was that the interpreters working with his men would not be threatened (66). After one ambush by three Iraqi men who set off an explosive device Meehan's men discover that one of the insurgents is still alive. Meehan insists the man be taken for treatment: I simply repeated what I wanted to do. I didn't want to engage in a power struggle, and I didn't want to acknowledge that he had offered me a way out. I wanted to evacuate the guy. I didn't want him to die, bleeding to death on a muddy street as helicopters buzzed above him and our tanks turned and rumbled away. I didn't want his final vision to be of U.S. soldiers standing above him and determining his fate. It wasn't our job to do so. It wasn't our right.(104) As time passes and he sees more death and destruction his optimism fades. He loses hope in negotiation when finds that some sheikhs are hoarding donated supplies or selling them on the black market (146). He is further disillusioned when a town mayor that had cooperated with him is killed and the town's police station taken over by al-Qaida. An experience that struck him particularly hard, and one that haunts him throughout the books, is outlined in the first chapter and again in chapter 20. As commander of a patrol in Baqubah he is called upon to make a decision on whether or not to fire on a house that appears to have an IED (bomb) attached. He orders the attack and later finds that 8 people, including children, were in the house at the time and were killed. Meehan continues to work with civilians in the field but after seeing people who cooperated murdered he is more circumspect. He would often provide food, water or other gifts, to locals who provided them with information but put on a show of yelling at the head of the household as they left. In the fall of 2007, his tour of duty having been extended, Meehan is injured while on patrol. He survived but had a severe concussion, a ruptured ear drum, a wounded arm, a knee injury, and severe compression the discs in my back (247). After receiving medical treatment he went back to his platoon. His deployment ended in November. Several months after his return he is diagnosed with a traumatic brain injury (266) and receives treatment and therapy for it. I've left out quite a bit because there are parts of his story that I do not feel adequate to convey. His personal reaction to some of the experiences he had and his feelings about the war are best read in his own words. Of the Iraq War memoirs I have read this one I think is essential for those who have had loved ones in combat. Not everyone will share Meehan's view but it is a view that everyone should be aware of. The book is not maudlin or depressing or political or militant. It is simply one man's experience of the war.
